THE CHALLENGE

Why Cost Rental Needs Dedicated Software

Cost rental is not standard property management. It has its own eligibility rules, rent calculation methods, funding mechanisms, and compliance requirements. General property management tools were not built for this.

Income verification at the point of application. Every cost rental applicant must meet income limits set by the Affordable Housing Act 2021. In Dublin, the household income cap is EUR 66,000. Outside Dublin, it is EUR 59,000. This is not a background check. It is a statutory eligibility requirement that must be verified before allocation.

CREL and STAR funding tracking. Cost rental developments are funded through the Cost Rental Equity Loan and Sustainable and Affordable Rental programmes. Providers need to track drawdowns, reconcile funding at scheme level, and report to the Housing Agency. Rentalize does not do this yet; it is on the roadmap.

Cost-based rent, not market rent. Rents are set to cover the cost of delivering the home, not what the market would bear. They must be at least 25% below market rates. This requires a different calculation model than standard rent setting.
